It's not the equipment, it's the photographer! :)

The significant equipment involved in making that photograph (or at least, the aspects of that photograph that I think make it "pop") is a short telephoto lens with a moderately fast aperture (100mm f/2 in this case) and a camera that uses a full 35mm-sized frame (instead of say a point-n-shoot).

Full-frame digital cameras are on the expensive side but you could get the same results with an old camera and a roll of Kodak film.
